New Holland 451 Correct hold down clips?

We have just purchased a used 451 with the 9 foot bar. It will not cut out of low range without breaking back. We noticed the hold down clips have a tip that seems long, go about half way up on the cutting blades. Anyone have a good pic of the factory setup in relation to the blade? We also have a 7 foot, cuts great, clips are about as long as the little bar piece on the points that runs along the bar on the other side.

That bar has the bolt on sections that take a higher clip than the knives

Top clip is for riveted sections
Bottom clip is for bolted sections, this is also the same clip used next to the cutter head to clear the knife head on riveted knives
Bolted knifes use a taller clip near the cutter head

There is a special clip used on the outer end on bolted knives

We thought the length of the clip out to the end of the cutter blade was too long. Tip is half way out the blade? Does that look right.
 
Check the speed of the knife, the main drive pulley is two piece and can be shimmed wider or narrower to accommodate tractors with different pto speeds
My FIL’s mower didn’t cut as fast as mine and while checking it over one day I found the pulley had been shimmed out or a tractor with 650 rpm pto, reshimmed it and it would cut as fast as mine then
Also check the lead on the end of the bar, if you pull back on the end of the bar and it’s trailing behind the drive section it won’t cut right. Ether the bushings are worn in the pivot where the bar folds down or you need to restock the shims back at the main pivot

Look at you 7 ft mower that probably has rivets, it uses the same clips back near the head, if they are sticking out the same as the clips in your photo I’d say that’s not the issue

Mine has rivets but I only use it for trimming nowadays so I’d have to go look to see how far the clips stick out
Depending on hay thickness I was always able to mow at 4 1/2 - 6 mph and changing from rivets to bolts and changing clips didn’t effect the speed
