Oliver 77 gas governor Questions

I got a 1951 oliver 77, got it running like brand new, but, there's one problem, when i put the throttle to the 4th notch it revs way up to lets say 1500 rpm, but if I put it to the 3rd it's basically idle, it's like the throttle is really sticky, im thinking somethings up with the governor because when I run the throttle at the carb it's doesn't do this. Any suggestions???

Check linkage on both the throttle and governor. No binding, cotter pins not catching. Spring correct on governor lever - lever set correctly. My 1650 manual has measurement for the rod from governor to the throttle.
