Same thing happened on a Chevy conversion van one of my wife's brothers owned. He hadn't told me the whole story.
After I went nuts checking all of the conversion components, I noticed a horn was unplugged at the horn. Both were. It seems the horn button in the steering wheel broke or stuck, and when the horns stuck he unplugged them. The stuck button was still feeding current to the horn relay.
