Picker part ?

This has been in an old shed since my grandpa lived there. We are trying to consolidate STUFF . Was wondering if anyone has any ideas on what it is or off of. The bottom is wood and the tip ,approximately 1-2 ft will flex up or down with part of the rod in the picture. TIA

It looks Farmbuilt to me. What type of tractors are on the farm? Or were? No one else in the local area to ask? What kind of farms was in the area? To me it looks like something that was built for an orchard tractor, to keep the limbs of the trees or shrubs from getting caught on the tractor.
Orchard tractors have shields to protect the trees or shrubs from getting caught and broken by the tractor.
