tighten clutch bolts on 841 Ford tractor without splitting

Had a helper to install engine and got distracted cause he started putting motor together right after I hung it on chain hoist. He tightened clutch bolts but being distracted I forgot to check bolt torque. I have a ratting sound in clutch area now. It stops when I depress pedal slightly but noise starts again when pushed further down. Can bolts be tightened through starter hole or by removing steering box?

Hold your hand on the reverse idler plate to see if you feel vibration equivalent to the sound.
