Valve stem dissappearance

On my Allis WC the front rt tube in the tire has rotated within the tire. Now the stem is not visible.
Any suggestions to get the valve stem back into position without going through a partial tire take off?

If the tube has rotated within the tire, and you are not just in the process of installing it, it means it was slack. It should be removed and checked for a leak. If you were installing it new and it disappeared, you may have put the tube in wrong side up and it needs to come apart to turn the tube over.

Has to be broken down and then check the tube for leaks and patch as needed there is no other way to fix it

The only way I've had success in that situation was to break the bead on both sides of the tire, hold the rim solid (somehow) and spin the tire around the rim till the stem shows up. Not an easy task without a tire changer. But like the rest have said, it's likely to need a patch anyhow. steve
