How much height difference is there between 13 and 13.6 x 28 tires? I'd rather not have to replace both just yet.

The 13X28 was the old number system and the 13.6X28 is the new so not much if any at all. Or in other words use it and you will be just fine

The old 12 x 28 tire size converts to 13.6 x 28. The old 13 x 28 converts to 14.9 x 28, so there is a different. Measure the diameter of your tire and get the closer of the two13.6 or 14.9.

Which tire do you have that is good? 13 is the modern 14.9 and 13.6 is the modern 12.

The old 13 is the modern 14.9. A 13-28 and 13.6-28 are not the same size.
