What is this part

Local tractor mechanic who knows a lot more about tractors than I do wants to know what this part is for. He thinks it might have come off and M and part of quick release for a plow. Looking for help.

So far 91 views and no answer yet. I figured someone on this forum would know. I have not given up yet.

What part of the country are you/ is he in? Would there possibly be cotton picker used there? If it is off a picker it would be foreign to me as well as many others. Can any part numbers be found on it, cast parts often have numbers on them? Another photo of the side that faces the tool box drawers might give some clues. Also I have trouble viewing some photos on the forums on my iPhone, this started after the new format was put in place. This is one of the photos that gives me problems. I have to hold my fingers just right and move the photo around to see all of it. In this case on the part that angles up and to the right I can see there is something like linkage or a rod right at the edge of the picture but I can’t make out the details of it. If I get a chance this weekend I will try to open it on a PC to see what it looks like on there.
Edit: As many of you know. I viewed it on a PC and not all of the part is in the picture.

The Farmall M it came off is in central Nebraska, but that does not mean it did not spend part of its life elsewhere. The mechanic is going to check with the owner as to where he got the tractor. When I viewed it only the first tip of the lever (upper right) is not visible. I am sure the mechanic checked for parts numbers. Thanks for your interest.
 
Could it be some kind of homemade hand clutch? It almost looks like it'd bolt onto the deck where the clutch pedal should be, but then again something about that don't seem right either. I do know I haven't ever seen anything like that on a cotton picker M and I've looked at several through the years. So I guess that's me out of ideas!
