With the ring on it, it might be some type of buoy. Have you rolled it to see if there are any "attachment on the unseen part?
 
Jim, We're in Baxter Co Ar. known as the twin lakes area. Both dams were built late '40s early 1950s. Buoy sounds very possible. I picked it up at a farm sale maybe 20yrs ago.
 
Judging buy it's odd shape and that sturdy anchor point at the top, it may be a ballast weight, designed to be filled with water. For what, I don't know.
 
Maybe it's one of those bombs that they dropped that skipped across the water then sank by the dam to blow it up. :)
