68 Ford 2000 Revving Issue

When the tractor is set at idle it idles, then if you try to raise the throttle it does nothing till about 3/4 throttle then it revs like hell, no throttle control at all. Can this be the governor ? Any ideas ?

Does it have a gasoline or diesel engine?

It could be the governor and/or the linkage from the throttle control to the governor and back to the carb or the carb itself. The throttle provides input to the governor and the governor controls the carb itself so there's two sets of linkage involved.

Try disconnecting the bell crank from the governor linkage and then move the bell crank by hand to seesee if the throttle response is smooth. That will prove that the carb is working properly. Then go through the procedures in the service manual to make sure that the throttle and governor linkages are adjusted and working properly and if the problem still exists then the governor is the most likely cause.

The OP manual will explain how to set up the governor and carb linkage.
