Can anyone tell me what the decal plate attached to the side of the block is for? It has the number 22 on it

It's NOT a decal nor is it screwed on!

A long time ago there was a wooden pattern for that casting.

For I.D. purposes a little metal tag was screwed to the wooden pattern.

Foundry sand was packed around the wooden pattern, then the sand mold was taken apart at a parting line and the wooden pattern was removed and saved for re-use.

The sand mold was put back together and molten cast iron was poured into it forming a casting the shows the number you are seeing.

It isn't a decal plate. It's just a simple casting ID tag to identify the foundry date or casting mold number. Nothing more, nothing less and nothing of importance. Tags were attached on castings on the sand molds before being poured. Once poured it became part of the finished casting.
