My first time using it on some small parts. It seems to leave a coating after it dries. Should that be wire brushed or just primed right over it?

I wonder what sort of coating? white powder? and how much? I use other brands of rust converter and sometimes I get a white powder. If there is much I wash it off.

Mostly black to clear, only a few spots of white which I brushed off. I also brushed the spots where it formed beads and dried to what looked like a
paint run.
