What would this have been used for? Made out of heavy steel about 1/4 in. thick. Not sure where it even came from. Been around here many years.

Spreader for flooring cement or to make those lines in plaster finish.

radiator/cooling fins straightening comb?

The rectangular notch is a total mystery as it looks like it is made to cut? Or slide over a "not tight" flat head wood screw?

I'm leaning towards this use. The notch could be for chipping flooring tile to fit.
