G706 injection pump timing

I put on my injection pump today got #1 cylinder tdc
and flywheel on 11degrees and dots lined up on
pump drive shaft and on internal pump slot..the 2
lines on the inspection window of pump were 3/8"
off and I couldn't move pump enough for them to
line there a chance the pump drive gear
jumped a cog while removing old pump and
installing new (lot of movement up and down
allowed in shaft)...thanks in advance

Could be the gear jumped while the pump was off, that gear does have fine teeth also..
