I just bought a tractor where the decals say A. There is no hydraulics, but here is a foot throttle. were there any As that were built with a foot throttle?

Is the front axle cross section square? Is there a big s-shaped bar on the right side going from near the clutch housing to the axle? Those, and the foot throttle, are features of an A Industrial.

If it has the front axle and foot accelerator as Pete described, it should also have a serial number prefix "IAA" rather than "FAA". The original large hood sheet decal would have been "INTERNATIONAL" rather than "FARMALL", with a matching nameplate on the grill. The model decal would be just a letter "A" inside a circle, not "AI", no "CULTI-VISION", no other creative variations created by the decal companies.

My '48 Farmall S/A has the square front axle with the brace but no foot throttle.

The heavy front axle was an option on the Farmall. I've never seen any evidence the foot throttle was.

It is an AI (aay-eye), not an A1 (aay-one).

For one thing IH only made a SUPER A1, which was towards the end of production in late 1954.

But yes, they did make an International A (i.e. NOT Farmall) with the foot throttle. It should also have the square front axle tube as previously mentioned.

The foot throttle could be added to a Farmall A, as could the square front axle... Parts are easily swappable, and it's been 73+ years so anything could have happened in that timeframe.
