861 hydraulic lift cover question

Took my lift cover off today to try and fix a few problems with the lift and my first question before I go any further is should the control valve bottom out against the cover that covers the valves or against the machined surface of the cylinder that the cover is bolted to ??
I haven't found any reference to that in any pictures or docs...

The plate catches one side of the control valve when it is allway forward
