problem with Stieger Bearcat not starting

It started fine at first, started moving around the yard to the fuel tanks, it started sputtering, coughing, struggling for fuel ( I think ) and then died.
Last spring the solenoid on the rear of the fuel pump had a loose post. It isn't loose this spring and it is acting like it has no fuel.

I used the drain on the bottom of the fuel filter and tried starting - no luck
I have a Caterpillar 3306 engine and wish to know what is the super proper way to bleed the fuel line or confirm that the fuel line is not the problem.

You might try asking in the "Hauling" and "Crawlers" sections of this site, as well.

Someone there may be more familiar with a CAT 3306 Diesel than the followers of this section, IMHO.
