Old, you are right, that would be the proper thing to do.

I suppose it's most likely that the plate IS stuck in there somewhere, and MAY affect the perfect running of the engine if left there.

Only downside is the likelihood of him breaking off a stud or two.

To the O.P.... If you have a CaseNewHolland dealer nearby, they can get you the plate for under $6. They will try to add freight, but if you can wait a couple of days, ask them to get it on their next stock order, then it SHOULD be freight-free to you.

Or, look up "Mark's Carburetor and Magneto Service".

He's a good guy, and should be able to help you with the plate and the screws REASONABLY.

IF you can wiggle the broken screws out, a plate and screws are all you'd really need.

You could see how it runs, and get it to a warm place to remove the manifold, if it seems necessary, or wait for better weather, in case problems come up.
