That one doesn't have PTO, but I do think it is the that valve on the left side of the frame at the rear where the PTO would be controlled from if it had one, thoughts?

The valve I believe you reference, upper left in the back, had a line running up the PTO that pressurized and engaged the PTO brake when the PTO was disengaged. I disconnected the line and installed a pipe plug in the valve. Cured the problem we had, that sounds very much like the problem you are having. Even though this tractor has no PTO unit, is the plumbing there? The line was small, maybe 1/4", and came out the right side of the valve.
Is the Power Shift affected?

We took the value body's off the back of the tractor. No the powershift seems to be all ok, I'll send you some pics of what I think is the issue when I get back to it, we have alot of field work to do before I can get back to it
