bought a new carb online looks like it has a 10 mm fine thread elbow coming out of carb where fuel line goes to it doesnt have a nipple to hook fuel line to anybody have a fix for this problem

Your 640 would have come from the factory with a sediment bowl on the side of the carb attached by a drilled bolt. You can get the bowl, bolt, and gaskets here on this site.

Picture of what Showcrop describes.
This one is Tom Bond's. He has replaced the fuel line too.
But that is the original location for the line. Behind the manifold.
If you decide to order the sediment bowl and bolt, be aware that
there are different sizes. Both in the bolt size and the fuel line size.
