I am in the process of putting back together the left side axle on my 52 8N. Is the Hub supposed to make contact with the 8N4124B CUP Retainer Assy? The hub is new.

No.
Sounds as if your hub and/or axle is too worn

Being that the hub us new, that would leave the axle splines that have worn down too far.
