Is there usually a valve here? In front of gear stick.

No, that valve probably is used to enable the loader and disable the 3pt.
As I recall the usual method of connecting the loader on the B250s was to shut off the hydraulic oil flow to the 3pt and divert it to the loader and you would use the 3pt position control lever to raise and lower the loader BUT the 3pt could not be used at the same time.

If you take more photos of the hydraulic connections at the front of the seat and where it connects to the loader I can probably tell you how it works.

In front of the shifter is a valve with a flat handle that turns the valve in or out. This blocks out the 3 point and then the loader will function
