I was having some issues with rotors busting in my distributor, after 3 of them I noticed that the top half of my distributor seems really loose and spins freely, is that normal? If not, is there some adjustment to make or is the distributor shot? As far as I can tell it is the original distributor so it might stand to reason that after 70 years it might be worn out.

What is the "top half of distributor" to you?

If the distributor cap is on i can spin it
by hand with the spring clamps on.

check the tab and notch on cap and distributor base.

Sounds like your buying caps made in the land of almost right so try a better brand of cap

Looking at the parts page, there are 2 different caps, something about a Tisco replacement distributor, which you probably don't have.

But there is also supposed to be a dust cover under the cap. If it is missing, the cap will sit too low and not lock the tab properly.
