Sounds like time to remove the radiator, have flow verified or have it “Rodded”
While doing that, remove the Water Pump AND the lower “Freeze-plugs” from the manifold side..
As you Flush water through the front water-pump opening, use a stiff Wire to diss-lodge all the Sediment you can from around the Sleeves...
There most likely will be plenty..
Casual “Flushing” can never remove this sediment..
