1948 8n cant get to full throttle rpms.

1948 8n cant get to full throttle rpms. It runs smoothly but rmps never go over 1500 not positive about actual # but always sounds 3/4 throttle and 3/4 of the power. And sputtering at full. What position are the govenor arms supposed to be in? And it doesn't respond to the throttle until you get past a 1/4 throttle. Thanks for any help guys and ladies
 
Yep. It's a low burner.
Now to make it a high burner, you might need to give it more to burn.
Start with the easy one. Pull the brass fuel line elbow off the carb and see if the restriction is there.
Continue going north in the fuel line and you should find it.

Disconnect linkage from carb & throttle up manually if. it works,go thru linkages & governor . I hear the ghost of Tim Daley saying ''get the FO-4 book and others''
