my international 464 runs fine with the choke on but if yu turn the choke off it begins coughing and spittin and sputtering. I put a new intake manifold gasket on and it still does the same thing. the carb. has a new rebuild kit in it so I don't know what to check next. I'm completely baffled. Please help with any ideas
