JD M horn button?

I’m not sure if the lever/button was for a horn. The screw through the handle keeps the lever from moving. The large round button is spring loaded and has one wire coming out just about four inches long and just hangs there.

Also, what is the hole below the gauges for?

I don't think any tractor of that age ever had a horn.
 
On dash the top right button.. Used to open and close radiator shutters to control engine coolant temperature.. Hole below the gauges was used for all-fuel tractors.. A lever was there to turn a three-way valve to control gasoline to fuel to off..
