I had a power steering hose do this to me once. While it seems likely there is a blockage in the jacket, you might get really really lucky.

I don't know if it would happen here, but I had an old Ford flathead six that overheated. Finally figured out
that it sucked the intake hose shut. Needed wire coil inside to fix it.
 
Just do the “feel the hose “thing. Simple and easy when no temp gun. If the top hose is hot and the lower hose is cool u gave a circulation problem. The lower hose will always be a bit cooler but not cold or warm. I had a white 2-85 tractor that had the impeller shaft come loose from the impeller. I felt the hoses and found the problem quickly. Changed the water pump and all good. Just an example I gave run into.
