fluid comes the up column . under steering wheel , need to reseal.

If your 4600 is like my 3600:
Pull the steering wheel
Remove the shroud over the fuel tank
Look down the steering shaft outer shield to the cast iron box attached to that shield with 4 bolts.
Remove the 4 bolts and pull the shield assembly up and off the steering shaft.
Look into the bottom of that assembly and you are staring at the seal. Piece of cake to fix.
