Farmall cub throttle sticking

The throttle hand lever is likely stuck. To determine this disconnect the rod linkage at the control lever and see if the lever is still stuck if so take it apart and free it up with penetrating spray (not regular WD40, but WD40 penetrating is OK. If the lever moves easily, the pivot at the governor could be stuck or the linkage along the way. Let us know. Jim
 
Here is your most likely problem:
Follow the rod forward from the control lever. The front end of it is connected to an L-shaped rocker with the governor spring connected to the other end. The L-shaped part is probably stuck on the shaft it pivots on. Use some penetrating oil and a lot of patience to get the part pivoting freely. Be VERY careful getting the part loose they break very easily.

99.99% probably the issue. I can't stress enough how easy it is to break that part!!! Good penetrating oil and patience! Tap it very,very carefully. We have seen them stuck so tight we had remove the governor and use a plumber torch to heat it up enough to get it moving. Also , while you are at it replace the spring on the outside of the governor, $10 ,best money you can spend.
