Jd 7000 planter clutch not engaging why?

Have a 4 row jd 7000 planter. When lowering planter wheels roll on ground shafts turn up to clutch but clutch does not engage and turn chains for seed boxes. Did I shear a pin or is it stuck need help.

Check to see if the bolt the the hooks the engage arm to the frame has come loose or fallen out.
