MF 35 3 point hitch issues

I rebuilt the hydraulic pump on my mf 35. This consisted of changing the valves, the spring on the control valve (broke in two on disassembly) and all new o-rings.
This weekend I got it out for a test run. With nothing on the hitch the arms will raise but shake as they do and are slow. If I move the operation lever up all the way then move the draft controls up the arms will quickly move up with no shaking.
Even with weight (finish mower) the operation level won't lift but if I also move the draft control level up it will lift with ease and no shaking
I am thinking my issue is with the levers that push on the control valve lever. I believe I adjusted them incorrectly.
Before I go taking it apart again I was hoping if someone might have better insight or guidance.

These are the videos I've used for trouble shooting my MF35 and TO35 hydraulic system. Both worked last fall, the MF35 did snow plowing and stopped lifting the last snowfall ... I was suspicious of water getting passed the top link boot and freezing in the system so I'm working toward replacing boots on both tractors ...
