    I think I have found the source of the problem, the impulse spring was completely rusted and seized (partially cleaned in photo). I have to find and new one from someone who ships to Canada, but at least, perhaps a step in the right direction.

    ... stupid AI... :) On the upside, aside from a possible miss-match on the carb I ordered, I do not immediately need anything to get this thing running, just have to sort the spark - and that is clearly marked - Bosch 88507 magneto. Thanks for your help Jim

    I am afraid I don't know which engine it is, likely a ford industrial block, but an IH is a possibility - there is no carb currently attached - I have an autolite 1100 on the way though. Here are some more photos:
