    You're on the right track, pull the pump and take a look. In my case I had a section of teeth broken off the DRIVEN GEAR as shown in the picture below. I rebuilt the pump and everything's been fine ever since.

    Those 's aren't factory markings my guess is some sort of wear and tear within the tractor's more than 60 year life.

    Are you sure about those numers? The serial number should not have an apostrophe but 39281 is a valid serial number for January 1964. 4102 is the start of a valid model number, 4 means 4000-series with 172 engine and 1 means 1963 or later. 0 is not a valid third digit but 20 (third and fourth)...
