    now its my turn for a question '83 chevy c30

    You should be able to find a tilt column for that truck. I had an 80 c20 with a tilt used to just leave it in the highest position all the time, very comfortable. You could also lower it way down between your knees, I dont know the idea of that very uncomfortable and dangerous I would think.
