    Ur problem is simple Depending on age of tractor the hydro linkages vary Problem is u have excessive play in the linkage Most likly spot is the arm that hooks to the transmission The arm is attached to the trans by a roll pin it is probably broken or the arm is sloppy on the shaft other...

    cleaning the carburetor would be the next step but i had 1 doing same thing an ur going to think im nuts but on the air cleaner housing there is a slot that relieves air pressuse for the air cleaner with age an heat the slot closes up a bit an the extra air psi in air box forses a lean condition...

    think i found the problem where the reed valve mounts in the head someone bent the metal piece down against the reed valve blocking it from opening an closing resealed the rocker cover an ill test it tomorrow Thx guys for all the input Gary
