    sounds like the surge spring is bad it that nut on bottom of gov. houseing take nut off unswe bolt out of houseing the spring is the screw.

    better check the plug on end of canshaft i have never had seal leak like that.i usely cut exces off so it can close up tight

    only turns one way sounds like the rod on turning piston is broke take the round cap off it is in there.a new rod can be made

    go to plumbing shop get new pipe it is 2in. have them cut the thereds a little under size thah will let pipe go into manafold farther and hold better.done it many times.
