640-TSX580 Question

640-TSX580 Question
Just rebuilt TSX580 carb on my 640. All went well but the Power needle doesn't seem to have any effect when adjusted. At the base of the "Power Adjusting Needle" there does not seem to be anything but a solid brass plug. Is there suppose to be a hole there? -
