Little late with my reply. That hole your looking at is to see the timing marks. This is to set the timing and should be dry, or semi dry. By pulling off the square bottom plate you should be able to see how much oil is leaking and get an idea where from. -

821 Power Steering Cylinder
Cut open cylinder, removed rod. What parts do I replace on the rod? Inner cylinder and cast-iron cup with ring, look awfully pitted. Going to try brake cylinder hone to take out some of the pits. -

If it is leaking inside can the cast iron seals be replaced? When you cut the end, do you only cut the outer tube or cut the end clear off? -

Rebuilding Eaton roller vane pump on my 821. Has been setting a long time and has some rust inside. Cleaned up most of it and looks good. My question is, were the reservoirs coated inside to protect them, or was it just bare metal ? -
