    Small lever under seat?

    Can anyone tell me what this lever does? (Circled in red) directly under right side of seat. Fathers 8N, but his dementia hinders memory of it?s function.

    It looks like it has a place to bolt a hopper bin on. When my dad got it he had the idea of making a device to chop up tobacco stalks to make them easy to spread on the fields but he never did get around to doing anything with it.
