    TE20 Starter

My 1948 TE20 has a Lucas starter on it. It only grunts when engaged- barely spins the engine. I've had it looked at a couple times but no fix. Can a TO20 starter be used on it?? Yes Ive got 00 cables, good ground, new starter switch, etc. etc. Looking for another alternative. Thanks for any info.
