    You made a clear and tidy diagram, so I am probably wrong, but my first thought was that the wire to the ballast resistor has accidently been connected to the ACC post on the key switch.

    A coil is just a piece of wire. If you put 12 V across, you can call it a 12 V coil. In this case, the coil is aimed for a 6 V system and therefore it is called a 6 V coil.
