the float bowl is filling up with fuel. no fuel restriction. but its not getting to the motor...- hogghed

hope someone can help...put a rebuilt carb on my 46 8n. new tank, petcock, filter, and hose...my bowl will fill with fuel, but it wont start...the motor isnt getting any fuel. it will run on ether, so i know im getting spark...HELP...- hogghed
