    Ok. thanks to all for the information and help. I was able to speak to a New Holland dealer last night, and he said there is a "position control spring" that needs to be adjusted. I just have to take the top cover off and bring in the assembly. Special tools needed to make that adjustment...

    Thanks. This will be the first time diving into anything internal... any springs that I will need to watch for, or is everything self contained? Also, any advice/tips on how to take it off, or things I need to be careful with?? I have a shop manual now, but it really doesn't get in...

    Ok, I was able to run through the scenarios again last night. When in draft control the arms will fully lift (had a little help pushing on the top link spring, as wasn't big enough by myself).

    yes, it does lift the 62inch mower and I've had a few hundred pounds on the boom pole. keeps it right where it is when shut off. fairly certain it isn't a leak or a problem with the hydraulics, just some sort of adjustment that regulates the range of motion in the lifting.
