    More correctly stated is that NATPA DIV 2 through 4 preaty much run Sigourney's rules. Sigourney predates NATPA and two of the founding "fathers" of Sigourney's pull were on the original NATPA rules commitee. Your fun fact for the day :-).

    Run a compression check to determine a baseline of the health of the engine. Adjust the valves to factory spec and run the compression check again. If the engine was ever overhauled with larger pistons, you might benefit from a larger venturi in the carb. Those are easily found at junk yards...
