Governor problem?
My 2N just started "pulsing" all of a sudden, even with no load. It races, then drops down to where it almost dies (sometimes it does), then races again. My 2cents worth about resistor or no resistor
A while back, I'd put a toggle switch in, to bypass the resistor for starting my 2-N (one hand one the starter button, one playing with the choke, none left for a pushbutton).
