SOLVED! put on a new carb, and it seems to be fine! I am somewhat cautious here since the problem was variable and intermittent, but so far so GOOD! Another BIG thank you to all who have responded here! Doug -

Used red: I'm fairly sure it is on the carb drain. I will confirm that when I can. -

Btz: I will certainly post the fix, if I ever can find it. The old saying-"a blind squirrel will occasionally find an acorn", may well apply here! Someday I sure hope to discover what's wrong with it. -

Sean- when I had it set up like that I repeatedly closed and released the float. It did not stick any. -

Btz: I appreciate what you are saying, I will have to try that but it will be a while before I can get to it. By all appearances the flow seemed the same with or without the bowl on, but I will need to time it. Question is- what would cause the flow to be restricted at that point? I will... -

I am back again. I drained and inspected the tank and the screen (which is new). all looked fine. Looked at banjo bolt again, it is clear. Glass bowl has very little crud. I removed carb, took apart, mounted top half back to engine, connected gas, opened it up flow seemed perfectly normal... -

I have always considered this carb to be a Marvel/Schebler, but not 100% sure. -

used red: I think it dropped almost immediately after starting. I have cleaned that carb as well as possible and used torch tip cleaners. Do you think I should have it dipped at a machinists shop? Thanks -

So I got an 1/8 NPT hose barb and put clear tube on it. Static, engine not running, it shows level at just about 3/8" below joint of upper/lower carb bodies. Seems that should be about right.
