What you have is a tenant with a sense of entitlement. It's not uncommon; most tenants will develop a sense of entitlement after a few years of renting with little or no pushback from their landlord. A year-to-year lease would be unheard of in some parts of the country. Out on the high plains a three-year lease would be the minimum, with most renters insisting on a minimum of five years. Many tire stores flat-out refuse to mount tires they didn't sell. -

I just wrap a ratcheting cargo strap around the tire and tighten it up. No problem to get the bead to seat with a regular air chuck. -

Same thing happened to me. Those sintered bronze plugs aren't easy to find. I eventually got a plug from Roberts Carburetor and replaced mine. -

The carb is doing what you would expect it to. Gas is coming out through a sintered bronze plug whose purpose is to let fuel drain from a flooded carburetor. Now, if fuel drains out of the carb BEFORE you try to crank the engine, that is an issue. More likely a bad needle-and-seat valve than... -

Loaded Tires
I know I'm stating the obvious, but are you checking the tire pressure with the tire turned so the valve stem is at the top? Have you tried a different gauge? FWIW, they make special gauges for ballasted tractor tires; they're spring-loaded so any liquid in the gauge gets ejected.- MarkB_MI
