Update: Turns out it was the plastic clip on the right brake pedal. Got it ordered today and that should get it working properly. Thanks for the help.- Mattw404

Ok, thanks. I think the linkage on both is pretty tight, but I'll check it again. Do you know anywhere I could find a rebuilt valve? Or a rebuild kit?- Mattw404

I recently purchased an 1175. Serial number 8740570. It has power brakes I believe. Has a valve right in front of the brake pedals on the firewall. It had no brakes when we got it home.
