There is no way to adjust the angle of the bill hook however if the pinion gear is worn it will change the angle of the bill hook. Starter Bendix Differences
People can't seem to resist the urge to spin them out and get them locked in the extended position. The simple way to unlock them and get them retracted is to put a rod such as a round shank screw drive and use a wire wheel on a bench grinder to spin them to release the locks and retract it.- mhb@ufe

The drop rate would depend on how bad the leak is. In your video the cylinder looks dry so the problem is very likely in the pump. The fact that it stays up as long as you say I would suspect the relief valve.- mhb@ufe

Put an implement on the three point hitch, raise it up and shut the tractor off. Then look and see if you can find a leak.- mhb@ufe
